Sorry, I literally came up with all the rules in 2 minutes
Let me reword it:

If you roll a 10, post and you will get ten points. The next person that posts (excluding you) has to post "TEN POINTS", and doing so will reward ten points to that person. Otherwise, that person is penalized. So for example:
