after editing $D733 to 02 using the debugger and using PC item underflow to set D5F0 to 4 (toss 14 j), this works
now you don't have to beat the Elite Four just to get the music to work properly, you can just permanently break Oak's Lab instead (don't go above the shelves otherwise you're stuck forever)
