The errors are {the last two characters at the end, both equals signs. They're not valid Base64 (I'm guessing?) and trying to decode with them gives an error.}

Additionally, decoding the base64 gives this:

Decoded the stuff at the end. Solution: {The keys are all pushed up by one row. So 8 is the key below it, which is I, h is the key below with is n, etc... I'm guessing that's what "both up" refers to.}

So my question is, {Why is the first half somewhat muddled, with a missing "L" in should? And what is the author referring to?}

Archival work is difficult work, indeed. I once held a desk job in the English department of a small university that was either entirely submerged in water or in a town left on the strata of a dead industry. There, I was often tasked with sorting. Sorting mail, memos, journals, etc. It was tedious work, but has luckily reminded me of the next part of the puzzle!
