Each save requires 13 people:

There are other people who are ideal but optional:

all the shopkeepers
all the bosses
that specific Deku skrub that says 'The order is 2 3 1. Twenty-three is the number one."

And this is just so I don't have to do so much work:
Narrator (must have completed LoZOoT at least once)

So yeah, the full thing will be like 200 people. I wish you luck finding enough for the full roster, or even the base 13.
