First 3D, then 2D, and now TBG!
Each save requires 13 people:

the enemy controller (who MUST make it exactly like Ocarina of Time)
Rauru
Saria
Darunia
Ruto
Impa
Nabooru
Dampé
Jabu-Jabu
King Zora

There are other people who are ideal but optional:
Mido and each Kokiri
the great Deku tree
Navi
all the shopkeepers
all the bosses
that specific Deku skrub that says 'The order is 2 3 1. Twenty-three is the number one."
royal guards
people of the Castle Town
residents of Kakariko Village
Gorons
Zoras
Gerudo
Malon
Ingo
Talon

And this is just so I don't have to do so much work:
Narrator (must have completed LoZOoT at least once)

So yeah, the full thing will be like 200 people. I wish you luck finding enough for the full roster, or even the base 13.
